Hello again!

I've heard that metho dissolves fresh and cured silicone because silicones
are metho based. Since metho is an alcohol it evaporates into the air....

The reason i ask this is because someones just pulled a tank appart (used
metho to do it)...

Since it is an alcohol and not mineral oil based (like turps), does it get
diluted easily by water?

I think you mean "methanol" ? Chemically, it would be a bit of a
stretch to say that "silicones are [methanol] based", but it would
take a few hours to explain properly!

There are a variety of different types of silicone, and they interact
with solvents in different ways. I would not be surprised if methanol
absorbed into the silicone and caused it to separate from the glass.
Acetone would probably do that too (acetone is the recommended cleanup
for silicone bath caulking).

Yes, methanol is fully miscible with water.
