Absolutely. Most tetras get along very well. There are a couple of
nippers - serpae tetras and buenos aires tetras are notorious for being
nippy. Harlequins get along well with tetras too.
For catfish, I'd go with a trio of one of the smaller corydoras species.

Absolutely. You can even gradually remove all of the white gravel and
replace it if you prefer.
