Basically, your problem is that you have a small tank and added 3
goldfish.
Running an empty tank for several months wasn't really doing anything
for the cycle unless you "fed" the bacteria during that time to keep
them alive.
Goldies need 10-15 gallons per adult goldfish...and even so that's a
minimum.
Depending on the type of goldfish, some can reach 16 inches long, and
can live 20+ years.
Do you know what type of Goldie you have?
What size ( in gallons) is this "small" tank?
How long are these 3 "small" goldies?
The cloudiness is either the tank starting to cycle or too many
goldfish in too small of a tank and it's going to crash.
Side note....never...ever add water from the bag to your tank!
