I am bringing on line a new 75 gal tank. It will start out with
44lbs of live rock
sea clone 100 skimmer
2 96watt retro fit CF lights
a 20gal long ref
1 tomato Clown and 1 yellow tail damsel

My question is with the amount of light a live rock can I keep a bubble
tip in the tank. Is that enough light?

Personally, I'd double the amount of live rock and lighting and reconsider
the choice of skimmer. Although I've not tried one, the Seaclones get a lot
of bad press, they don't seem to perform very well and need regular
adjustment to keep the performance up.

Light should be fine, but I'd be concerned about the skimmer. A
seaclone 100 just isn't enough skimmer for a 75 gallon tank,
particularily if you're introducing anemones. Look at CPRs, or my
personal favorite, Euroreef.
