How about an inverted water bottle in the sump. Suspend and support the
bottle upside down so the neck is at the level of the water. As the water in
the sump evaporates it will expose the bottle lip, air will displace some
water until the level in the sump rises enough to stop the air transfer and
thus stop the water. There you have it, top off with no moving parts. From
the safety side the sump should be large enough to hold the entire water jug
should it suddenly drain all at once. It should also be sized so in that
event the specific gravity change is not that great.
