This OP almost sounds like: my cousin got a new car for 8000 USD!
Tha tis awfull cheap, I payed $18000 for mine... :-))

The problem is that he has payed 8000 for KIA spectra and 18000
was for TOYOTA camry :-) Small difference ;-)

I would ask not only what size the bulb is, but also
what brand it is... Not all bulbs are made the same...

96 Watts PC...Actinic and 10K Dayglow. I am not particularly concerned
about the size as much as the vendor. My specfic question is if anyone
has tried this vendor.

Hi Sandbag,

I've never bought a bulb on Ebay so I can't answer your question.

That said, I think you need to be more specific about your question. I
just took a look at Ebay and got 79 hits on ["Power Compact" aquarium]
and 178 hits on just ["Power Compact"] none of which were for $15.00.
There were some that came close on raw price but shipping adds 50 to
90% to the total. Further, if you're just looking at raw price there
are still several vendors in that general range. BTW: The vendors I
looked at all seemed to have pretty decent 'Feedback' scores ranging
from 98 to 100% positive.

For a really meaningful answer you'll need to either name the vendor or
provide a link to the item.

Caveaticly yours,

Alex
