How long can one keep 20 gallons saltwater available for a change if it's
kept 95% covered with a heater and pump for circulation?

Water can be stored for months-without a pump or heater. Just be sure
that there is no direct sunlight on the container.

I keep a 22 gallon Rubbermaid container with a lid. I refill it once a
month.
