I cleaned out my 75 gal tank with a abrasive pad (no chems on it)
andrinsed it with tap water. Then I put 3 15lbs bags of arganite in it
and filled it. The problem I am having is that it is very murky and
there is a foam that has gathered on top. I have a penguin 300 and a
wet/dry filter going on it, they are clearing it slowly, but it has been
2 days. Should I be worried?

That is very common. I would not worry about it. If you can start
adding your live rock and it will help to filter out the dust that is in
the water.

Sounds like you didn't rinse out the sand thoroughly before putting it in
the tank. I recently had to redo my tank so I bought all new sand (60 lbs
Fiji Pink and 20 lbs Live Sand). Rinsed the crap out of it outside in a
bucket (not the live sand) and all the foam rinsed out in the bucket.No foam
in the tank. It was still cloudy when I added the RO/DI water but only
slightly.

The foam and the cloudiness will clear. Give it a few days.
Once your SG and temp is where it needs to be, add your live sand and rock.
