In my local store I was trying to work out costs for an airpump (Tetra
APS50) and undergravel filter, airline, connectors, valves, etc.

The saleman suggested that for my small tank (16"x8"x8") it might be
better to opt for an internal power filter such as the Interpet PF1,
which would work out cheaper, save space, and give sufficient
aeration. He also said that if airflow is too strong it can affect
plant growth because it forces out CO2, so a small internal power
filter would be better.

Does this sound right?

Spot on. Most long term fish keepers will tell you there is one big
reason why fish survive so much better now than they did 20 years ago.
That is because of reliable pumps & filters.

Haven't used an airpump in years, apart from in a temporary fry-raising
tank. They are noisy and the rubber diaphragms have a limited lifespan and
are fiddly to replace, compared with years of almost silent running with
internal filters.

Depends really, you still need some surface movement at night because plants
take in oxegen at night. I have my airpump on a timer, so when the lights go
out, the airpump comes on. But not for filteration, just add air for the
plants to take in at night.

Well you can power and undeergravel filter these days with an electric motor
with built in heater.
