Work out what size heater you need and get the next size up:

If the room stays quite warm i'd say a 150W will be fine... if it's going to
get cold in the winter, fit a 200W... they're about £10 on eBay.
I recommend an external filter. They're a easier to maintain, give you more
room in the tank for fish, more aesthetically pleasing and more effective...
internals get loads of crap caught around them so when you come to remove
them you'll get a cloud of debris in the tank.
The bigger the better, but that depends how heavily you populate the tank...
as a guide it's recommended you allow at least 1 gallon of water per inch of
tropical fish.
There's little difference in the price with internal & external filters,
especially if you shop around... i picked up a second hand eheim external
cannister filter for £30 on eBay a couple of weeks ago... and there's new
Aqua Pro 1's going for £35 delivered on there at the moment.
As for what fish to go for, i recommend barbs and danios to start with...
they're hardy so good for cycling the tank and, although they're not
particularly aggressive, they'll be able to stand up to angels and other
more aggressive fish... but don't add an angel fish until the tank has fully
matured.
A schoal of corys not only hoover up the crap for you, but they do
spectacular synchronised dancing around the tank if you get 6 or more. Let
the tank settle in for a couple of months before adding them.
A single male betta - siamese fighting fish - should be fine in there too.
