My filter in my Juwel tank clogged (well the filters really), and I had
noticed the fish going to the top. Anyway, when I went to sort it out I
noticed little, tiny fleas or something swimming around the surface. I
immediately did a major water change and changed top filters. I'm a little
concerned that what these extra life are. I only feed dry food, and don't
add live food. Any idea what these tiny things dating about are? Am I
inventing new life into my tank?

If they were living on the surface tension then they are completely
harmless scavengers, usually Springtails. Some fish will eat them.
